Delaware is one of 50 U.S. states located in the mid-Atlantic or Northeast region. It borders Maryland to the south and west; northeastern New Jersey; and northern Pennsylvania. The state is named after Thomas West, 3rd Baron Delaware, an English nobleman and Virginia’s first colonial governor. Located in the northeastern part of the Delmarva Peninsula, Delaware is the second-most populous state among the 50 U.S. states, the sixth-smallest, but the sixth-most populous. Delaware is divided into three districts; from north to south, Newcastle, Kent and Sussex.

While the two southern counties were historically predominantly agricultural, New Castle County was more industrialized. Originally home to various Native American tribes, Delaware was colonized by Dutch traders at Zwaanendael in 1631. Initially colonized by Dutch colonists in 1638, it was conquered by the British in 1664.

Delaware was one of 13 colonies that fought in the American Revolutionary War. On December 7, 1787, Delaware became the first state to ratify the U.S. Constitution and has been a pivotal state since 1818.

Located on the north bank of the Delaware River, between New York and Philadelphia, New Castle has developed with less waterway traffic than the rest of the state. Therefore, the city is relatively sparsely populated. Its privileged position attracted many settlements in the early days; however, most Europeans preferred to live in milder climates. Over time, their happiness became more and more dependent on slave labor. The state is named after the Delaware River, which in turn is named after Thomas West, 3rd Baron Delaware (1577-1618), an English nobleman and Virginia’s first colony Governor.

Delaware Technical Community College (DTCC)–Owens is located in Georgetown with additional campuses in Dover, Stanton, and Wilmington. It was started in 1966 to contribute to the community's education and welfare through its diverse academic programs, workforce development programs, interpersonal skill development programs, practical skills-enhancing programs, and extracurricular programs. Other academic programs offered by the college are agriculture, business, computer technology, culinary arts, biotechnology, chemical process operator, nursing (practical nursing and respiratory care), and radiology.

Delaware Skills Center is part of the New Castle County Vocational Technical School District and focuses on providing specialized employment-oriented education to students in a competitive yet collaborative learning environment. The school pays special attention to the placement of their graduates, putting an emphasis on connecting them to local employers. Delaware Skills Center is delivering excellence to the community and empowering its students since 1962. In its glorious history of 54 years, the institution has served, trained, and placed thousands of students. The institute offers a great number of technical as well as conventional courses, including electrical trades, HVAC energy technician, SQL and JAVA programming, practical nursing, multi-craft industrial trade lattices, and welding and fabrications.

Polytech Adult Education and Conference Center, which has its roots in the pioneering work of Dr. D. Maristela who started the first practical nurse training program in 1969, is dedicated to aid and assist the nursing students with high-quality, employment-oriented education and skill development programs. Apart from the certification program in practical nursing, it also offers certified nursing assistant program, central service technician, certified pharmacy technician, dental assisting, physical therapy aide, AAPC medical coding specialist, medical assisting, and veterinarian assistant program.
